MINUTES OF PARISH COUNCIL MEETING HELD ON 6th September 2004
The minutes of the previous meeting were agreed and signed as a correct record.
DECLARTION OF INTEREST
There were no Declarations of Interest in any item on the agenda for this meeting.
MATTERS ARISING

BAYDON WELCOME BOOKLET.
Mr Barnes has taken on the project from Mrs Bailey, who has provided all of her research material to date. Mr Barnes stated that he will bring his draft copy to the next Parish Meeting.

UNAUTHORISED DEVELOPMENT AT LAND BEYOND DOWNS HOUSE
Still awaiting response from KDC. -
LAND AT BAYDON HOLE.
Still awaiting an update from Councillor Humphries on this issue. -
POWER SUPPLY ON THE GREEN.
Mr Whitehead-Patey confirmed that he had received a note and an invoice from Bloor homes stating that power would be supplied before Christmas, but there were no further details. Mr Whitehead-Patey said that he would liaise with Bloor homes on this matter.

Mr Grove said that he would investigate whether the work had been completed

This matter had been carried over from the last Parish Meeting as it was still awaiting a response from KDC. The (temporary) Clerk to contact Mr Wilmot (KDC) for his response.

VACANCY FOR PARISH CLERK
The Chairman stated that a volunteer for the post had been found and introduced Ms Elizabeth Knight who was present at the meeting as a member of the public and that, subject to formalities, it is hoped that she will be in post by the next Parish Meeting at the end of November. JS

MANAGING PUBLIC ACCESS – A GUIDE FOR FARMERS AND LANDOWNERS
A photocopy of a document believed to have been sent to all landowners in the county/country from the Dept of the Deputy Prime Minister. To be circulated to all Councillors.

TAKING ACTION ON SCHOOL JOURNEYS 2005/2006
A poster advising schools on funding provisions for school matters. Handed to Mrs Bailey for the attention of Mr Chambers. -
LLOYDS BANK – REQUEST FOR NEW SIGNATORIES FOR PARISH ACCOUNTS
Due to the resignation of the Parish Clerk (Ms L Hawley), the (temporary) Clerk had received two conflicting letters from the bank in respect of the current signatories for the Parish accounts. It was agreed that no further action need be taken as the the current signatories are still in. -
AGE CONCERN – AGM IN DEVIZES (TUES 19 OCT)
No Councillor was available to attend this AGM. -
FUTURE PLANNING OF KENNET - FORUM AT PEWSEY (TUES 19 OCT)
A document had been received stating that KDC was holding various forums around the county to try and achieve closer integration with Parish Councils. District Councillor Twigger expanded on the key points of what these forums were trying to achieve and Mr Whitehead-Patey stated that he was familiar with a lot of these issues and would try to attend on behalf of Baydon Parish Council. If he was unable to attend then the Parish Council would have to rely on any official feedback from KDC. -

A Draft Licensing Policy document (dated October 2004) - To be circulated to all Councillors.
PLANNING

SITE PLANS FOR AFFORDABLE HOUSING PLOT ON FIVEWAYS (K/50594/RM).
Updated site plans had been received from KDC in response to the Councils previous comments on the proposed development. It was noted that the Parish Councils views on the finish of certain walls had been taken into account and agreed by KDC.
A point was raised by Mr Whitehead-Patey that it was hoped that the house numbers of the new development would be incremental to those currently existing in Fiveways. - Mr Whitehead-Patey had received a letter from the planning department at KDC in response to the ‘Fiveways’ development being wrongly signposted as ‘Fiveways Close’ and not ‘Fiveways’ as previously agreed. The proposed course of action recommended in the letter to instigate a change of road sign was deemed incorrect by District Councillor Twigger who will pursue the matter through the appropriate channels at KDC

CONSERVATORY TO STARVON MANOR
Notice of Full Planning Permission has been received from Kennet District Council.
PUBLIC PARTICIPATION
- Mrs Furber reported that a drum of builders rubbish has been left in the area of the garages in Downsmead. A letter to be raised to Sarsen housing.

VILLAGE LAND
It has been reported that the £2000 grant allocated for playground equipment in Baydon is in danger of being refused. Mr Whitehead-Patey to liaise with Steve Webb (Baydon Resources Group).

FOOTPATH FROM SPINDLES TO ERMIN STREET
The Stopping Order is now complete. -
CAROLS ON THE GREEN
The annual Carols on the Village Green event will take place on Tuesday 21st December starting at 18:00. Mince pies and mulled wine will be provided in the Red Lion on completion. -
VILLAGE CHRISTMAS TREE
The village green will be adorned with an illuminated Christmas Tree on Wednesday 15 December (courtesy of Mrs Crown). -
RUBBISH DUMPING
A serious case of rubbish dumping has been reported in the area of the copse at Black gate that has resulted in over £1500 worth of damage to harvesting equipment belonging to Mr Lawton. Assorted garden rubbish / timber has been removed from the area of the cricket field/bonfire site and deposited in the copse. On or about this time, a tyre was rolled down the hill into Mr Lawton’s crop which was subsequently ensnared in his harvesting machinery causing considerable damage. The Chairman was informed that any further incidents of this nature may result in legal action. The Chairman to liaise with the Youth Club about this issue and a litter pick is to be organised to clear the remaining rubbish..
