MINUTES OF PARISH COUNCIL MEETING HELD ON 18th October 2004

Mr Whitehead-Patey advised the Chairman that he had a telephone conversation with the planning department at Kennet District Council (KDC), and had not received a letter from them as stated in the minutes. Subject to this amendment, the minutes of the previous meeting were agreed and signed as a correct record.

DECLARTION OF INTEREST

There were no Declarations of Interest in any item on the agenda for this meeting.

APPOINTMENT OF PARISH CLERK

The Chairman introduced Ms Elizabeth Knight as the newly appointed Parish Clerk and advised the meeting that, in accordance with current requirements, a contract of employment had been drawn up. This contract was signed by both parties during the meeting.

MATTERS ARISING

  1. BAYDON WELCOME BOOKLET.
    Mr Barnes brought copies of the draft booklet to the meeting. The Chairman requested that each Council member take one of the prototypes for review and feedback at the next meeting.

  2. UNAUTHORISED DEVELOPMENT AT LAND BEYOND DOWNS HOUSE
    No communication has been received on this matter. A reminder will be sent to KDC advising them that the Parish Council is still awaiting a response from them.

  3. LAND AT BAYDON HOLE.
    District Councillor Findlay advised the Council that a review had been held. Baydon Parish Council (BPC) is awaiting a letter from the planning meeting which was held 3 weeks ago. District Councillor Findlay stated that she would request that an official response be sent to the Parish Council.

  4. POWER SUPPLY ON THE GREEN.
    Mr Whitehead-Patey stated that he had checked before the meeting and nothing had been done. The expected completion date was 18th November 2004. Martin Clark, Bloor Homes, will be contacted for an update.

  5. ALDBOURNE ROAD BETWEEN BECKETS & TURF RUN, ROAD SUBSIDENCE.
    Completed. No further action necessary.
  6. FINCHLEY, FINCHES LANE, CHANGE OF OWNERSHIP/POSSIBLE PLANNING CONTRAVENTIONS.
    No response has been received from KDC on this matter. A reminder will be sent.

  8. NAMING OF FIVEWAYS
    Two letters have been sent to the residents of Fiveways Close. The first is from KDC, asking for their approval to the name change from Fiveways Close to Fiveways (which is the name originally requested by BPC). The second, from the Parish Council, gives some background to the name change request and asks that a response to KDC be made.
  9. BUILDERS RUBBISH LEFT IN DOWNSMEAD
    A note will be sent to Sarsen Housing asking them to remove the oil drum of builders’ rubbish that has been left by the garages in Downsmead

    Mr Barnes is awaiting a response from KDC. Mr Whitehead-Patey advised the meeting that Baydon Parish Council has 3rd party insurance, with exclusions, and that the previous clerk (Louise Hawley) had the details.

    The metal and green waste skips have been rescheduled for 13th January 2005. Notices will be placed on the Parish Council notice board.

PLANNING

PUBLIC PARTICIPATION

  1. The Planning Application and Portfolio of Homes for Gleeson Homes (K/51194/F) were scrutinised by the Parish Council and the attending members of the Public. It was concluded that a decision could not be made as there were too many inconsistencies found between the various documents. The Chairman stated that, he and Mr Barnes (Vice-Chairman) would get together to compile a letter which detailed the discrepancies and advised Planning Services that a delay would be required until proper plans were available for review. This letter is to be copied to the Chief Exec of KDC. The Chairman also recommended that all affected homeowners forward their objections to KDC personally. It was noted that no representative from Gleeson Homes was at the meeting, despite the invitation extended to them by Mr Barnes

Parish Council Precepts – The Parish Council precepts for 2005 are to be discussed and agreed at the January 2005 meeting. To aid the discussion, a report of last years spend against budget will be distributed to the Council before the meeting. It was noted at the amount of the precepts for 2004 was £5385.

Application form for Community Cleansing Grant 2004 - 2005 received. Clerk to apply, on behalf of the Council, for a £200 grant.

Mr Barnes to advise Lloyds Bank that the Clerks home address will be the new correspondence address for the account.

VILLAGE LAND

  1. Mr Grove advised the meeting that some black and white road edge markers on Aldbourne Road have been damaged. Clerk to investigate and contact appropriate department at KDC.

  2. Local flooding on Russley road and on Aldbourne road, near Turf Run & Beckets was also reported at the meeting. This needs to be investigated and any issues highlighted to the appropriate department at KDC.
  3. Mr Dominy stated that a section of Russley road, over the motorway bridge, just before the turning to Baydon Hole, was possibly suffering from subsidence. Clerk to investigate and contact appropriate department at KDC.

  4. Mrs Grove confirmed that a site inspection had taken place at Baydon Meadow, ref. the wind turbines. Still awaiting further developments.

VILLAGE MATTERS

  1. Mr Whitehead-Patey handed his letter of resignation to the Clerk at the end of the meeting. The Chairman expressed his thanks to Mr Whitehead-Patey for his work and time on the Council. The Chairman said that he was sorry to see him go, and that he would be a great loss to both the Council and the village.
  2. The Chairman also gave a vote of thanks to Mr Barnes for his work and support in the role of temporary Parish Clerk.

2005 MEETING DATES

The proposed dates for the 2005 Parish Council meetings were reviewed and agreed. The Clerk to ensure these dates are published on the Parish Council notice board.

The meeting concluded at 9.20 p.m.
