MINUTES OF MEETING HELD AT THE BYPA HALL ON

20th February 2006 (Subject to approval at BPC meeting on 3rd April 2006)

2.             DECLARATION OF INTEREST

There were no declarations of interest.

 

3.             MINUTES OF PREVIOUS PARISH COUNCIL MEETINGS

The minutes of the Parish Council meeting on 9th January and the planning meeting on 16th January were agreed and signed as a correct record.

 

4.             St. NICHOLAS ScHOOL, REPORT FROM MRS DOBSON (FOR INFORMATION ONLY)

A report will be submitted for the next meeting.

 

5.             CLERK’S REPORT

5.1         MATTERS FROM THE MINUTES

 

Land at Baydon Hole – Reading Police phoned the clerk for assistance contacting the owner of a shed which had been vandalised. The two plots which have sheds erected on them have been reported to KDC.

 

Mowing in Village – Investigations still ongoing.

 

Development Plan for Baydon – Cllr Twigger’s copy of the Ramsbury Plan is still missing.

 

Portman Savings Account – Chased building society as pass book still hasn’t been returned.

 

Bank Account – Cheque book and bank giro credit book received for new account. KDC have been advised of new current account details.

 

Cashbook – The electronic version of the cashbook is almost complete.

  

5.2         ACTIONS TAKEN BETWEEN MEETINGS

 

Power Supply on the Green – Southern Electric sent revised bill of £14.81 which has been paid.

 

Kerbside Recycling Scheme – KDC have delivered to everyone on their list. Advert placed in Scene in Baydon asking anyone still awaiting delivery to contact the clerk, so that list can be compiled and sent to KDC.

 

Highways Maintenance – Hedges obscuring 30 mph sign on Swindon side of Ermin Street have been reported to highways.

Amenity Skips – Clerk contacted KDC to request bi-monthly skips. KDC have stated that there are no skips bookable from April '06 to June'06. A letter will be sent out soon informing Baydon of its skip allocation and how to go about booking them for July'06 to Mar '07. NB. There will be two types of skips available, plastic or cardboard.

 

Notice board – Posters for the following have been placed on the notice board: Wiltshire Police new phone number for non-emergency calls, “Trickster” community safety musical, Shaw Trust ‘workable Wiltshire’, Marlborough Community Area Community Consultation & Participation evening.  

 

6.             ITEMS FoR CONSIDERATION

6.1         To consider the organisation of a Christmas dinner for single and elderly parishioners

This item will be deferred to the next meeting as it was felt that there was insufficient information to make a decision.

 

6.2         To discuss and agree how to mark the Queen’s 80th Birthday

The Council agreed to mark the Queen’s official birthday in June. The discussion on how this will be done has been deferred to the next meeting.

 

6.3         To consider whether to enter the Best Kept village competition 2006

The Council made a unanimous decision to enter the Best Kept village competition. It was suggested that there should be a letter drop and an article in Scene in Baydon to advise everyone.

 

7.             CORRESPONDENCE

7.1         Marlborough Community Area Consultation & Participation Evening

Sue Grove agreed to attend and represent Transport & Recreation issues in Baydon.

7.2         Shaping the Planning Strategy for West Berkshire, Workshop

Trevor Dominy agreed to attend. 

7.3         Emailed from Mr Bennett following the planning meeting – reply sent by the Clerk.

7.4         Wiltshire Constabulary, letter regarding plan for Community Beat Officers to attend Parish council meetings – response with dates of meetings sent by the Clerk

7.5         Kennet District Council, Annual Monitoring Report 2005 – circulated for information.

7.6         Kennet Area Police / Community Consultative Group, briefing note- circulated to Councillors for information

7.7         Copy of letter from Mr Bennett & Mrs White to KDC regarding the planning application from Gleeson Homes – circulated to all Councillors for information.

7.8          Wiltshire Association of Local Councils, County circular including February newsletter, policy & parliamentary briefing on VAT, revised pay scales – circulated to all Councillors for information. 

 

8.             PLANNING APPLICATIONS

The following planning applications were noted:

8.1         K/53606/F,  20 Downsmead     Erection of bay window.

It was noted there were no objections to the application.

8.2         50 Downsmead K/53465/F       Full planning permission for 2 storey rear extension

8.3         K/53479/F,  Peartree Cottage, Full planning permission for sun lounge

8.4         K/53478/LBC, Peartree Cottage, Full planning permission for lean-to conservatory

 

9.             ‘RECYCLING IN KENNET’ PresenTATion BY Cllr TWigger

Cllr Twigger gave an interesting and informative presentation on KDC’s plans to increase the volume of household waste that is recycled.

 

10.         SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME

The meeting was be suspended to allow members of the public to speak to the Council. 

 

After this period the meeting was resumed.

 

11.         FINANCE

11.1     The Council noted the following cheque payments made between meetings:

Cheque no 302, Southern Electric                                                                      £14.81

Cheque no 303, Red Lion, Baydon                                                                     £49.37

11.2     To approve and sign cheques for the following payments:

Mazars fees for 2003 & 2004 Audit                                                                     £423.00

Liz Knight, Petty Cash                                                                                         £70.00

11.3     To note the Annual Returns for 2003, 2004, 2005.

The following comments were made by Mazars were noted by the Council : i) the Council should not allow the account to become overdrawn, ii) the Council should complete & approve a risk assessment, standing orders, financial regulations iii) all assets should be entered in the Council’s asset register with an appropriate valuation.

 

12.         VILLAGE MATTERS

12.1     To plan the next litter pick

It was agreed that a litter pick should be held on Saturday 22nd April, starting from the Red Lion car park at 10.00am. The clerk to contact local clubs and groups and ask for their support. Cllr Twigger to ask KDC if the Parish Council can borrow some litter pickers.

12.2     To consider what action can be taken regarding dog fouling in the village

The Council is restricted in what they can do. It was felt that people are reluctant to report offences committed by friends/neighbours/other villagers. The Clerk advised the Council that Stratton St. Margaret Parish Council organises dog litter bin collections a group of Parish Councils including Liddington and that it may be possible to include Baydon. Clerk to investigate further.

12.3     To discuss the Baydon village website

Brian Billington was unable to attend. At the last meeting it was noted that Aldbourne had received an award for their website and that perhaps something could be learnt from them. The Clerk advised the Council that the difference was that Aldbourne had 6 people working on the website where as Baydon only had 1. An advert for more people to join the Baydon Website Group was placed in the February edition of ‘Scenes in Baydon’. Discussion to be deferred to the next meeting when hopefully Brian Billington may be able to attend.

12.4     To discuss issues with drains on Aldbourne Road

The problem with the blocked drain near Becketts to be reported to Highways.

 

 

13.         ITEMS TO NOTE / ITEMS FOR NEXT MEETING

 

It was noted that PC McLaren-Clark will be attending the April meeting and that any concerns regarding parking can be raised directly with him.

 

It was noted the Sheepdrove Farm was currently undertaking a consultation exercise regarding their proposals to use wind turbines.

 

 

14.         Next meeting

It was noted that the date of the next meeting is Monday 3rd April. Items for the agenda to reach the Clerk before Friday 24th March.
