MINUTES OF MEETING HELD AT THE BYPA HALL ON

APOLOGIES
Apologies received from Mr K Barnes, Mrs S Bailey, Cllr C. Humphries, and Cllr B Twigger.
2. DECLARATION OF INTEREST
There were no declarations of interest.
3.
MINUTES OF PREVIOUS PARISH COUNCIL MEETINGS
The minutes of the Parish Council meeting on 20th February were agreed and signed as a correct record.
4. GUEST SPEAKER, PC McLAREN-CLARK
Since
The Council advised PC McLaren-Clark that speeding along Aldbourne road was a concern and asked if it was possible to organise a speed check.
Clerk to write Inspector Jerry Dawson to ask for a police escort for beating the bounds.

The following report was submitted by Mrs Dobson and read out by Mr Dominy.
Terms 3 and 4 have been exceedingly busy at Baydon St Nicholas. Culture has been in abundance at our School. The children of Years 5 and 6 visited the Wyvern Theatre to see Romeo and Juliet in November. The whole school thoroughly enjoyed the visit of a theatre company in December with the production of Puss in Boots staged in the school hall. Followed by a fantastic Christmas performance by all of the children entitled ‘No Room For A Baby’ encompassing the traditional story within a very modern tale!
We have entertained our Senior Friends at school luncheon and are delighted so many are keen to return.
January 2006 saw the opening of Wagtails after School Club
which has proved to be tremendously successful.
This caters for
Year 6 children enjoyed three days at Braeside, Devizes immersed in exploration, orienteering and adventure during February and had a fantastic time.

The Explorer Dome visited school and Classes 3 and 4 reinforced their learning skills about forces.
Tuesdays each week sees the arrival of a Barnes Coach to
take our Classes 1 and 2 to their swimming lessons in

6. CLERK’S REPORT
6.1 MATTERS FROM THE MINUTES
Development Plan for Baydon – Cllr Twigger’s copy of the Ramsbury Plan is still missing.
Portman Savings Account – Pass book has now been received.
Bank Account – KDC have been advised of change to banking details.
Cashbook – Setup of the electronic version of the cashbook is still ongoing.
Dog Litter Bins – Letter sent to clerk of Stratton St. Margaret Parish Council.
6.2 ACTIONS TAKEN BETWEEN MEETINGS
Power Supply on the Green – Southern Electric bill of £16.69 has been paid.
Kerbside Recycling Scheme – The clerk has taken
deliver of additional black recycling boxes.
Highways Maintenance – Blocked drains on Aldbourne road and by the Red Lion pub have been reported to highways.
Street Sign – In response to a request from a local resident, KDC have been asked to provide a street sign for Ash Terrace.
Scene in Baydon – Submitted 6 items for inclusion in
the April edition of the Parish magazine: Parish Council update, ‘Beating the
Bounds’, adverts for Litter Pick and Parish Assembly,
Notice board – Updated with poster for ‘Nearly New’
sale.
Land at Baydon Hole – Reading Police phoned the clerk
for assistance contacting the owner of a shed which had been vandalised. The
two plots which have sheds erected on them have been reported to KDC.
Mowing in Village – Investigations still ongoing.

Portman Savings Account – Chased building society as pass book still hasn’t been returned.
Bank Account – Cheque book and bank giro credit book received for new account. KDC have been advised of new current account details.
Cashbook – The electronic version of the cashbook is almost complete.

7. ITEMS FoR CONSIDERATION
7.1 To consider the organisation of a Christmas dinner for single and elderly parishioners
It was decided that before progressing
7.2 To discuss and agree how to mark the Queen’s 80th Birthday
It was decided to light the beacon when the Queen celebrates her official birthday on 17th June. Mr Dominy agreed to contact Mr & Mrs Smith.
7.3 To consider Baydon Resource Group’s proposition regarding the land behind the BYPA Hall (ref. letter from BRG dated 28 March)
The proposal to hold a meeting between the Parish Council, Baydon Resource Group and BYPA was proposed by Mr Grove and seconded by Mrs McGowran.
8. CORRESPONDENCE
8.1 Kennet District Council, Consultation on possible new Conservation Areas and on existing Conservation Area Statements – passed to Mr Seymour.
8.2 Wiltshire Bobby Van, request for a donation – The request for a donation was declined.

9. PLANNING APPLICATIONS
The following planning applications were noted:

It was noted there were no objections to the application.

10. SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME
The meeting was suspended to allow members of the public to speak to the Council.
After this period the meeting was resumed.

11. FINANCE
11.1 The Council noted the following cheque payments made between meetings:
Cheque no 306, Southern Electric £16.69
11.2 The Council approved the following payments :
Cheque no 307, Mazars, Fees for 2005 External Audit £164.50
Cheque no 308, Liz Knight, Clerk’s salary £344.65
11.3 To consider funding for a Police Information Box (ref. letter from Wiltshire Constabulary)
Mr Dominy proposed and Mrs Grove seconded the proposal to spend up to £60 on a Police Information box.

The Council agreed to renew its CPRE membership. Mr Grove proposed and Mr Seymour seconded the proposal to pay membership via direct debit.
11.5 To discuss funding the legal costs associated with the transfer of the land behind the BYPA Hall
It was noted that as the ballpark costs were £600, 3 quotes would be required.
11.6 To discuss and agree the transfer of money from Lloyds TSB to the new RBS current account
It was agreed that the easiest way to transfer money was to write a cheque from the Lloyds account and deposit it in the new RBS account. Mrs Grove proposed that £2500 be transferred initially. This was seconded by Mrs McGowran.
12.
12.1 To discuss the Baydon village website
Brian Billington advised the meeting that he needs people to supply him with new content for the website. It was agreed that the Clerk should write to the village groups and ask for their support.
13. ITEMS TO NOTE / ITEMS FOR NEXT MEETING
It was noted that PC McLaren-Clark will be attending the April meeting and that any concerns regarding parking can be raised directly with him.
It was noted that the hedges towards
Mrs Grove said that she would put together the rota for cutting the grass.
It was noted that a replacement copy of the Ramsbury plan could be obtained from the Parish Council office (01672 520045).
A replacement sign is required for Ash Terrace.
It was noted that soil would be needed to fill the holes that had been dug on the Parish field.
