MINUTES OF MEETING HELD AT THE BYPA HALL ON

1. APOLOGIES

2. DECLARATION OF INTEREST
There were no declarations of interest in any matter on the agenda.
3. MINUTES OF PREVIOUS PARISH COUNCIL MEETING
It was noted that the email address for the Baydon website had been mistyped and should be markausten@vodafone.net .The Parish Council agreed the minutes of the meeting on 28th September and these were subsequently signed as a correct record.
4. CLERK’S REPORT
Notices for the Exercise of Electors Rights have been put on the notice board. The embankment near Plough House that was spilling onto the pavement and causing people to have to walk in the road has been reported to Highways. The broken cover for the earth cable has been reported to the electricity board.
5. ITEMS FoR CONSIDERATION
5.1 To consider whether or not to approve Mrs Bailey’s reason for absence.
The Parish Council
discussed Mrs Bailey’s absence. It was noted that she had given advance notice
of her need for a 6 month sabbatical and that approval had not been recorded in
previous meeting minutes. The Parish Council unanimously agreed that Mrs Bailey
should continue as a Councillor.

7. PLANNING APPLICATIONS
7.1 The Parish Council reviewed the planning application for Ashwood House, 1 Barley Fields (K55349/F) for a flat roof dormer window to front elevation. There were no objections to the application.

8. SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME
The meeting was suspended to allow members of the public to speak to the Council.
After this period the meeting was resumed.
9. FINANCE
9.1 The Parish Council approved the following payments :

Mr Barnes advised the meeting that he had suggested that the Parochial Church Council approach Community Services to determine if they would undertake the maintenance of the churchyard as one of their projects. The Parish Council decided to reconsider the PCC’s request for £450 towards the cost of the churchyard maintenance once this had been resolved.

10.1 To consider purchasing a replacement public notice board for the corner of Downsmead
The Clerk advised the meeting that, as there was no specific power that allowed the Parish Council to purchase a notice board for general village use, Section 137 would have to be used. Furthermore, the benefit obtained under S137 had to commensurate with expenditure incurred. Costings for a notice board to be reviewed at the next meeting.
10.2 To discuss the tender for grass cutting in the village
The Clerk handed out a draft tender document for discussion. It was proposed that Mr Grove update the tender document before its review by the Parish Council at the next meeting.

The Clerk advised the meeting that she had received an update on the website from Mark Austen. It has not yet been possible to meet with Brian Billington. Mo Lafford has been approached with regard to having PDF versions of the back copies of Scene in Baydon on the new website. Mr Austen is speaking to both the village shop and the pub about them having their own web pages. Time has been spent looking at other village websites in the surrounding area. The redesign of the Baydon website will be a big project. In the meantime, the current website will be kept updated with basic information from the Parish Council, KDC and WI information.
