MINUTES OF PLANNING MEETING HELD AT THE BYPA HALL ON

27th March 2006 (Subject to approval at BPC meeting on 15th May 2006)

1.             APOLOGIES

All councillors were in attendance. No apologies.

                                                                                                                                   

2.             DECLARATIONS OF INTEREST

There were no declarations of interest on any matter on the agenda.

 

3.             COMMENTS FROM THE PUBLIC

The meeting was opened to the public to allow them to raise comments on planning application K/53477/F.

 

The following comments were noted:

1.      If the tree with a tree preservation order is removed it will put trees at Pine Cottage and the neighbouring property at risk from westerly winds.

2.      The application does not fit with Kennet District Council Local Plan Policy HC22 as plots 1 & 2 of the proposed development dominate because they have not been set back from the road like existing properties e.g. Barrowdale & Fortune Field.

3.      The application is also not in line with Local Plan Policy HC22 as it is not in scale with the rest of the village and the increased density puts it out of character.

4.      The garages on plots 20/21 still need to re-aligned as they are too close to the boundary of 48 Downsmead.

5.      Planning permission has been recently granted for an extension to 50 Downsmead. As a result parking spaces labelled 24 will be about 2 metres away from the extended property.

6.      The Local Site Context is in correct as there are numerous windows overlooking existing properties such as Barrowdale, Fortune Field, Pine Cottage, Orchard House and 50 Downsmead.

7.      It was noted that, with the exception of the type of hedging that was being proposed, none of the comments previously raised had been acted on. Anyone who had previously raised objections to the application was advised to resubmit their comments to Kennet District Council.

8.      There was a query raised over who will be paying the maintenance charge.

9.      There was also a question about whether the application could be approved before the LEC layout plan is re-issued.

10.  It was noted that if it goes to committee, anyone who has commented on the application will be advised. The meeting was advised to organise representatives as only 3 people can speak for the application and 3 against. Each representative will be allowed 3 minutes to put forward their case.

The Parish Council considered the application and determined that they had insufficient information to make a decision on the application. The Clerk to advise the Planning Officer and to pass on the comments from the public.
