3. PUBLIC QUESTION TIME
The meeting was suspended to allow members of the public to speak to the Council. After this period the meeting was resumed.
4. PLANNING
It was agreed by Cllrs Chidgey, Lawrence and Hancock, that Cllr Lawrence would be the Chairperson for this item.
a) Application: 17/04260/FUL
Location: Baydon Cote, Aldbourne Road, Baydon SN8 2HZ
Description: Demolition of existing bungalow and erection of 1 No. 4 Bedroom dwelling house and associated works
Comments: To be received by 14th June.
Decision: Cllrs agreed that they were supportive of the
family building a 4 bed house on the plot, but were concerned that the house
proposed is too large, both in relation to the plot and the surrounding
properties.

Cllrs also shared neighbours concerns about privacy and in particular, the
balcony.
Regarding the style of the property, Cllrs felt the white render and grey
cement roof tiles would not be in keeping with the surrounding houses, which
would be very visible on this elevated plot.
5. RESIGNATION OF THE CURRENT CLERK AND PLANS FOR RECRUITMENT OF A NEW CLERK
Cllrs resolved to accept the resignation of Charlotte Booth, who gave notice of her resignation as Clerk and Proper Officer of Baydon Parish Council on 2 June 2017. Charlotte’s last day will be 28 July 2017.
Cllrs requested that Charlotte use her Clerk network and connections at Wiltshire Association of Local Councils to find a possible replacement, once she has returned from Annual Leave. In the meantime, Cllrs agreed to post the job advert on www.baydon.org and on the noticeboard in Baydon Post Office and Stores, as soon as possible. A leaflet to be folded inside the newspapers distributed locally by the shop, will also be designed.
Cllrs agreed they would like any new contract to include a clause which meant that any training costs would need to be reimbursed by the employee, should they resign within a certain period from their start date.
6. BAYDON LITTLE CRICKETS PRE-SCHOOL REQUEST FOR FINANCIAL ASSISTANCE
Cllrs Hancock, Bryan and Chidgey agreed that Cllr Bryan would be the Chairperson for this agenda item.
Cllr Bryan explained that the Council does have the power to fund this sort of request, but only through the S137 grant system. The legal limit of what Baydon Parish Council can donate via S137, is capped at £7.57 per electorate. With 519 registered voters in the parish (as at April 2017), that means that the absolute maximum that the Council could potentially offer is £3928.83 per year. This is approximately half of what is being requested for the academic year 2017/18 and again for 2018/19.
Due to the absence of the Responsible Financial Officer and Cllr Billington, Cllrs agreed to postpone the decision about whether or not to donate to Little Crickets, up to the legal limit, until the next meeting on 26 June 2017. Cllrs suggested that the pre-school committee may also wish to revise their request in advance of that meeting, now that they understand the constraints on the Council.
