Minutes of the Annual Parish Meeting held at St. Nicholas School Hall on the 18th May 2012 at 7.45 pm

The meeting started at 7.45pm and was chaired by the Chairman of the Parish Council (Cllr A Knowles); thirty-nine members of the village attended.

 

 

APOLOGIES – The following apologies were received: Cllr M Edmonds, PC Batchelor & PCSO Mills (Wiltshire Police), Mr P Chambers (Baydon St. Nicholas School), Mrs A Jukes (Baydon Allotment Association), Mr B Harber (Baydon Golf Society) and Mrs A Jones (Baby and Toddler Group.)

 

 

1.  MINUTES OF THE ANNUAL PARISH MEETING 2010 -   The Minutes of the 2011 Parish Assembly were approved.

 

2. REPORT BY THE PARISH COUNCIL CHAIRMAN – The Chairman welcomed everyone to the meeting and stated that he wanted the meeting to be as interactive as possible.  Parish Council attendance is increasing and two new Cllrs had joined the Council during the year. The Chairman thanked the following: The Traffic Calming Working Group and the Community Speedwatch volunteers, County Cllr Humphries for his support to the Cllrs and the village of Baydon, Mrs Venice Marriott for her contribution to the BYPA. The Chairman also thanked Mr Tony Prior on behalf of the village for his lasting footprint on the village and the Clerk as she retires.

 

The Chairman discussed future projects for the village including possible changes to the BYPA hall management and a review of the Baydon Precept to help fund future village projects. The possibility of village defibrillators was discussed and the Chairman stated that he had received two written comments, one for and one against the installation of defibrillators in Baydon. It was agreed that this project should go forward if Wiltshire Council funding is available.

 

Cllr Witt Chair of Traffic Calming Working group gave a report.  Baydon Parish Council have successfully requested that Ermin Street is included as one of the two roads in Wiltshire to be formally reviewed as part of the forthcoming County C Road review. Baydon St Nicholas School, in conjunction with the Parish Council, has also been successful in securing funding under the Taking Action on School Journeys project.  Community Speedwatch continues weekly and Cllr Witt thanked all those people who gave up their time; high speeds are still evident particularly at the east end of the village and a metrocount was again taken in April showing the 85% percentile as 44mph. The village continues to be on a rota for the temporary Wiltshire Council Speed Indicator Device. Cllr Knowles stated how important and useful this data is in working with Wiltshire Council to improve the speed of traffic in the village.

 

3. REPORT BY COUNTY COUNCILLORCounty Councillor Humphries introduced the Wiltshire Council, Rights of Way Officer, Mrs Ester Daly. The Cllr explained that during the year the highways department had reorganised again and reduced to two areas. The Localism bill has come into force and kerbside recycling has been instigated and is perceived as going well.

 

The annual Wiltshire Council report had been circulated prior to the meeting and is attached as an appendix.

 

4. REPORT BY WILTSHIRE POLICE – There was no Police attendance at the meeting but Wiltshire Crime Statistics were circulated prior to the meeting.

 

5. REPORT FROM BAYDON ST.NICHOLAS SCHOOLMr P Chambers, Headmaster sent his apologies. The school report is included as an appendix.

 

6. REPORT FROM VILLAGE GROUPS -   The village groups were invited to give their reports:

 

Baydon & Aldbourne Link Scheme – Cllr Alison Tomkins gave a brief report as the Baydon liaison officer.

 

Friends of Baydon School -   The report given by Mrs Mandy Dore, Chair of the Friends of Baydon is attached as an appendix.

 

Baby & Toddler Group – Mrs A Jones sent her apologies, her report was read by Mrs Dore and is attached as an appendix.

 

Baydon Young Peoples Association - The report given by Mrs Kim Austen is attached as an appendix.

 

Baydon Cricket Club – The report given by Mr Lee Hogan is attached as an appendix.

 

1st Baydon Brownies – A report given by Wendy Appello, Tawny Owl, is attached as an appendix.

 

Little Crickets Preschool - A report given by Mrs Denise Dawson, head of Little Crickets Preschool is attached as an appendix.

 

Ermin Close Neighbourhood watch - A report given by Mrs Denise Dawson, coordinator is attached as an appendix.       

 

Baydon Website - A report given by Mr Mark Austen, the Baydon webmaster is attached as an appendix.

 

Baydon Scene - Mrs Brydgette Bryon-Edmond, the ‘Scene in Baydon’ Editor delivered her report. Mrs Bryon-Edmonds stated that the magazine continues to be financed by advertising but that printing costs continue to rise. The Editor gave a huge thank-you to the magazine distributors and stated she would like more feedback regarding the magazine; she also plans to include more Gardening and Recipes in future editions.

 

Baydon Parochial Church Council – Mr Tony Topp, Church Warden to Baydon St. Nicholas church, delivered the Baydon Parochial Church Council report.   The report is attached as an appendix.

 

Baydon Social Group – A report given by Mrs Pat Rhodes, The Social Group is attached as an appendix.

 

Fireworks Group - A report forwarded by Mr Trevor Dominy is attached as an appendix.

 

Baydon Bikers - A report given by Mr Don Carmichael is attached as an appendix.

 

7. VILLAGE MATTERS -

 

a.       Village Footpaths–  Mr Bernie Gribble spoke to the Parish Assembly regarding footpaths. Mr Gribble discussed the history of footpaths and noted that their use had changed over the years; he also explained the difference between footpaths, bridleways and by-ways. Mr Gribble urged residents to report any problems with our footpaths and treat them as ‘National Treasures’.

 

Wiltshire Council website provides a ‘Rights of Way’ mapping application which maps all the definitive’ Rights of Way’ in Wiltshire, including Baydon.

 

b.         Baydon Jubilee Event – 3rd June 2012 – The Baydon Jubilee event will start on the village green at 2pm.

 

c.         Beating the Bounds   ‘Beating the Bounds’ will take place on Monday the 4th June 2012.

 

d.         School & Church Fete - The School & Church Fete will take place on Saturday the 16th June 2012.

 

e.         Baydon Big Breakfast – The Parish Council have offered to organise a ‘Baydon Big Breakfast’ in aid of the Church Roof Fund, this will take place in the autumn.

 

f.           Road Maintenance – Mrs Dorothy Newman raised the issue of regular flooding with rain water at the junction of Ermin Street and Church Lane. The Chairman agreed to take this forward to the next Parish Council meeting.
