AGENDA
1. APOLOGIES
2. DECLARATIONS OF INTEREST
Members are reminded that at the start of the meeting they should declare any known interests in any matter to be considered, and also during the meeting if it becomes apparent that they have an interest in the matters being discussed.
3. MINUTES OF LAST PARISH COUNCIL MEETING
Approval minutes of the meetings held on 17th October 2016. To be agreed and signed as a correct record.
4. MEETING PROTOCOL
To outline the role the public have in the meeting and the behaviour expected. It is to be suggested that the Standing Orders be amended with appropriate wording.
5. POLICE REPORT
No report has been received from the police.
6. COUNCILLOR VACANCIES/FUTURE OF THE COUNCIL
The full council requires seven councillors and three to be quorate. We need ten candidates to hold an election.
15 November Cllr Cockcroft and Cllr Howell gave indication that they will be resigning as soon as there is an election or new councillors can be co-opted. This will leave the council inquorate.
7. SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME
The meeting will be suspended to allow members of the public to speak to the Council. No decisions can be made by the Council during PQT. After this period the meeting will be resumed.
8. CORRESPONDENCE
All correspondence was circulated to the councillors.
17 October 2016 – Note received from Robin and Barbara Garnett, Ermin Close expressing opposition to the buildouts to be located near Ermin Close but are in support of buildouts near the cricket field. This note was received after the Ermin Close buildouts had been approved (12th September meeting).
7 November 2016 – message received via the website from Jane Archer concerning inconsiderate parking in Ermin Close. A response was sent.
15 November 2016 – Email from Cllr Cockcroft giving notice of his intention to resign.
15 November 2016 – Email from Cllr Howell giving notice of his intention to resign.
9. PLANNING
a) Application: E/2012/1575/FUL
Location: Next to the Red Lion Pub, Ermin Street
Update to be provided by Cllr Cockcroft regarding concerns raised at MAB.
10. ITEMS FOR CONSIDERATION
10.1 Clerk’s Report
1) A new Parish Council bin has been ordered following the theft of the previous one.
10.2 Playground Maintenance
Update of the maintenance requirements raised in the RoSPA Report.
a) Seating – a projecting bolt thread needs cutting and filing down
b) All chains - Remove chain covers to allow inspection beneath
c) Roundabout – the clearance under the roundabout and the floor surface is incorrect. Re-install or adjust surface.
10.3 School Parking/Road Safety
Feedback from Cllr Witt’s meeting with the school Trustees to discuss next steps in regard to safety around pick up/drop off time.
10.4 Christmas arrangement
The Christmas tree will be delivered and erected on 3rd December at 10am.
10.5 Event Shelters
Cllr Cockcroft used the event shelters on 29th and 30th October and in lieu of payment he replaced missing pegs (purchased 50 for £28).
10.6 Pedestrians in Road Sign
Update of the purchase of this sign.
10.7 BYPA signs
Feedback on costs of signs pointing to the BYPA hall.
10.8 Emergency Response Team
An email was received from Aldbourne PC regarding their Emergency Response Team. A discussion whether it was something that Baydon should also have.
10.9 Social Media Presence
To discuss whether there should be a Baydon Parish Council Facebook Page and who should be allowed to post on the Baydon Noticeboard page on behalf of the council.
10.10 Dog Fouling
Update of purchasing of ordinary waste bin to be placed near the alpaca farm.
10.11 meeting dates 2017
Council to agree the dates for the 2017 BPC meetings. Suggested dates are:
· January 9th
· February 20th
· April 3rd
· May 15th
· June 26th
· July 31st
· September 11th
· October 23rd
· November 27th
