3  MINUTES OF THE LAST PARISH COUNCIL MEETING

To approve minutes of the Parish Council meeting held on the 19th May 2014.

 

4  SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME

The meeting will be suspended to allow members of the public to speak to the Council. No decisions can be made by the Council during PQT. After this period the meeting will be resumed.

 

5  CORRESPONDENCE 

Email concerning Japanese knotweed at the barn on the track opposite the
entrance to Ford Farm. OS map reference 752272. Right on the boundary between Baydon and Aldbourne but seems to be just in Baydon. However, the landowner lives in Ramsbury Parish.

Email concerning cut vegetation over the footpath that connects Ermin Close and Manor Lane in Baydon.  

Pittams contacted regarding unfinished grass cutting.  This has now been done.

 

6  PLANNING

Ref:  14/05491/FUL – Land rear of Foxfield and Escots. Erection of 4 detached dwellings and garages with associated parking, new entrance and private access road.  Construction of double garage to serve Foxfield.

Ref: 14/05472/FUL – Baydon Valley Farm, Manor Lane.  Erection of an agricultural worker’s dwelling and garage in connection with established Alpaca stud farm; with associated tractor shed, hay barn, Alpaca barn, a covered yard Land the creation of a new vehicular access point.

Ref:  14/04699/LBC – Woodley Cottage, Ermin Street, Replacement of ground floor windows on South East elevation (Listed Building Consent)

Ref:  14/05871/FUL – Baydon House Farm.  Laying of surface of between 2 and 2.6 metres in width of an existing track currently in use as a public permissive bridleway.

7  ITEMS FOR CONSIDERATION

7.1 Clock Maintenance Gillett & Johnston Ltd annual £120 + VAT

A total of five companies have been contacted regarding clock maintenance but only one quote has been received.

7.2  Pains letter 11 June 2014 (circulated)

7.3  ANP email dated 22 May 2014 re Jane Collett's comments from Annual Return. (Circulated)

7.4  Review of Draft NALC Financial Regulations.

7.5  Hedges identified for cutting investigation.

7.6 Update on electric box on the Green.  There is still some work to be done to complete the job. 

7.7 Allotment update re allotment protection and tenant’s liabilities and duties. Some allotment holders are not adhering to the terms of their tenancies. Councillor's to give their opinions on how to deal with the problem going forward as reflected in the e-mail exchanges over the last couple of days regarding 'allotment protection'.

 

8. FINANCE

Payments for Approval

8.1 Scene in Baydon invoice £40.00. (Funding gap for April 2014 edition)

8.2  Petty cash payment to be paid to Clerk (Beating the Bounds Letters) £3.72.

8.3  Pains Fireworks Discrepancy between £360 and £432 listings on their account in BPC name.

8.4 Possible bank change for BPC accounts.

8.5  Progress with real time recording of Clerks' salaries.

8.6  Approved between meetings:- Clerk’s salary letter dated 2 June 2014 to RBS £525.51 and then £273.27 paid on the 25th of each month.
