To record any declarations of interest relating to matters on the agenda.

 

3. MINUTES OF LAST PARISH COUNCIL MEETING

 

To approve minutes of the Parish Council planning meeting held on the 5th September 2011.

 

4. SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME

 

The meeting will be suspended to allow members of the public to speak to the Council. No decisions can be made by the Council during PQT. After this period the meeting will be resumed.

 

5. PLANNING

To notify members of decisions on any outstanding application and responses to communications regarding planning applications.

 

5.1        E/2011/1267/FUL - Erection of single dwelling with associated parking, new access and parking to serve No 1 Ermin Street, together with associated works. Ermin Street, Baydon.

 

5.2        Baydon11 Footpath – To discuss a response to the current Extinguishment request.

 

6. ITEMS FOR CONSIDERATION

 

6.1   To elect a new Chairman.

 

6.2   To receive a Traffic Calming Working Group, (TCWG) report.

     

6.3        To receive a Marlborough Community Area Board, (MCAB) report and agree future attendance.

 

6.4   To receive a report regarding the Cricket Field bins & container removal.

 

6.5        To discuss the following regarding the Parish Field:

a.         Litter bin status.

      b.         2nd WC playground inspection and agreement status.

 

6.6   To discuss temporary advertising on the Parish entrance gates.

 

6.7   To discuss the BYPA/AYC Youth Worker documentation proposed by AYC.

 

6.8   To discuss and agree Parish Council Project Management responsibilities.

 

6.9   To agree a handover of current Chairman’s responsibilities.

 

6.10 To agree Parish Council meeting dates for 2012/13

 

6.11 To agree a date for a village litter pick.

 

6.12 To discuss Jubilee arrangements.

 

6.13 To discuss the Downsmead unoccupied garages.

7. FINANCE

 

7.1         To approve payments between meetings:

 

      Digley Associates, playground risk assessment               £90

7.2         To approve payments:

 

7.3         To receive the bank funds reconciliation statement for September 2011.

 

7.4         To receive second Quarterly budget report.

 

7.5         To approve the asset register.

 

7.6         To approve the 2012/13 Budget and set the Precept.

 

7.7         To approve the additional Parish Field fencing quotation.

 

7.8         To discuss a Neighbourhood watch sign payment of £25.

 

7.9         To approve support for the cricket club MCAB application and its grant request of £3594    

 

7.10            To approve the Clerk’s overtime request of £76.73

 

7.11            To agree a maximum payment for the village Christmas tree.

10. ITEMS FOR NEXT MEETING:

 

10.1      Proposal for a fence along the northern boundary of the playground.
