Minutes of Planning Committee Meeting held at the BYPA Hall on 1st June 2009

PRESENT: Cllr Tony Prior (Chair), Cllr Michael Edmonds, Cllr Alison Tomkins, Cllr Tamsin Witt, and 1 member of the public.

1.         ELECTION OF CHAIRMAN

Resolved: That Cllr Tony Prior be elected Chairman.

2.         APOLOGIES

3.         DECLARATIONS OF INTEREST

Cllr Prior declared a personal interest in E/09/0542/FUL.  

4.         SUSPENSION OF THE MEETING FOR PUBLIC QUESTION TIME

The meeting was suspended so that members of the public could speak to the Parish Council. No questions were asked.

5.         PLANNING APPLICATIONS RECEIVED FOR COMMENT

E/09/0551/FUL  Finches Farm, Baydon                                                                              

Conversion of garage attached to the Old Dairy to further accommodation. Addition of two small clay tiled timber canopies above front and side door of Old Dairy.

There were no objections. Concern was expressed about retention of the asbestos corrugated roof.

E/09/0542/FUL  Dacre Manor Lane, Baydon                                                             

Erection of dwelling and garage

There were seven objection expressed:-

(i) There is no change in terms of planning requirements applied to K/59682 i.e. no change in principle.

(ii)The building is located outside the Line of Development for the village.

(iii) The building is out of scale and character in comparison with neighbouring properties. Approval could establish precedent for further ribbon development along Manor Lane.

(iv) There are two windows on the first floor, giving the potential for overlooking to properties in Manor Lane.

(v) The significantly larger footprint reduces the limited garden area even further. PPS7 and SPG refer.

(vi) The existing access did not proceed through a planning process.

 

(vii) The shed and 7ft high (approx) fence already exists in new locations ie moved/built without planning permission, contravening condition 7 of K/56453.

Questions were raised as to whether the statement "replacing section of close board fencing” on drg, no. 829/06 is correct. The general view was that the original post and wire fence extended to the location noted on the drawing as “existing close board fencing”.

In view of the above objections Parish Council resolved not to support the application.
