BAYDON PARISH COUNCIL
Minutes of the Meeting held at the BYPA Hall on 15th October 2012
(Subject to approval at the next meeting)
PRESENT: Cllr Andrew Knowles (Chair), Cllr Philip Dore, Cllr Alison Tomkins, Cllr Kevin Howell, County Cllr Humphries and 10 members of the public.
1. APOLOGIES –Cllr Tamsin Witt
The Village Clerk has resigned for personal reasons.
2. DECLARATIONS OF INTEREST – None
3. MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING –
The minutes of the Parish Council meeting held on the 3rd September 2012 were approved
4. SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME

discuss this with Highways as he already has a meeting arranged about

Mr Tony Prior asked if the Parish Council had become Custodian Trustees of the BYPA Hall. This has not yet been finalised but the council were eager to fulfil the role.
5. CORRESPONDENCE
5.1 Letter from Mr B Gribble – this was discussed in point 6.1 below
5.2 A complaint had been received concerning the state of allotment 14a as it does not appear to have been used all year. The allotment holder of 14b has applied to take it over.
6. PLANNING
To notify members of decisions on any outstanding application and responses to communications regarding planning applications.

6.1 Wiltshire County Council notification of footpath closure post 2003 decision
Cllr Knowles thanked Mr Bernie Gribble for his letter concerning the extinguishment of part of Baydon 11. Cllr Knowles said that he had looked into the history of the footpath and their closures in the Baydon Parish over the last 30 years and felt that the decision in 2003 to close it was valid. This part is 400m of the total 23km in the Parish and the route is covered by Baydon and 2 and 8.
It was agreed to uphold the original decision.
7. ITEMS FOR CONSIDERATION
7.1 Additional bin for the village
Cllr Witt had provided an update to the Chairman before the meeting that she was waiting on feedback from Wiltshire Council – deferred until next meeting.

Street lighting –
Item deferred until next meeting as the person raising the issue was not at the meeting to provide further information.
7.3 Marlborough Community Area Board report
7.4 Traffic Calming Working Group (TCWG) Report
In Cllr Witt’s absence Mr Mark Austen gave a report from
the Traffic Calming Working Group (TCWG). Community SpeedWatch is less frequent
at the moment due to the reduced daylight hours and volunteers other
commitments. The work on the junction of

Councillors considered part funding of a chicane near the play park. The total cost would be around £20,000 and Baydon would be required to raise around £2,500 and apply form Central Government funding.
Mr & Mrs Brook Johnson offered to donate the £2,500 if the work could go ahead sooner rather than later. It was agreed to discuss the matter with Cllr Witt to see what was involved and the Johnson’s were thanked for their generous offer.
7.6 Youth Worker update
Baydon has paid £500 (of the committed £1500) but due to the delays in appointing Cllr Knowles is going to request the return of the fund until the scheme is running.

Cllr Knowles has the sign and once it has been cleaned will work with Cllrs Tomkins & Dore to arrange it be re-fitted with new hinges.
8. FINANCE
8.1 Approval of 1st Quarter budget report
This was approved by the councillors
8.2 Bank reconciliation statement for August for approval

8.3 Approve payments made between meetings

8.4 Precept budget report for 2013/14
The precept budget for next year was discussed. Comments from the floor were invited. Mr Tony Prior said that he would not expect the precept to increase this year in light of economic climate. No village groups had requests for funding next year.
8.5 Budget allowance for BYPA running costs
No decision has been made if the council will be responsible for the £4,000 running costs of the BYPA Hall, or will fund on a case by case basis.
Cllr Knowles agreed to discuss this further with the BYPA committee.

10. ITEMS FOR NEXT MEETING
· Review and submit New Emergency Plan
· Arrange Christmas Tree and Carols. Mr & Mrs Brook Johnson agreed to donate the Christmas tree for the Village Green at a date to be arranged with the Council.
· Advertise for a new Village Clerk.
