BAYDON PARISH COUNCIL

 

Minutes of Meeting held at the BYPA Hall on 20th December 2010

PRESENT: Cllr Michael Edmonds, Cllr Andrew Knowles, Cllr Alison Tomkins, and 2 members of the public. 

 

The Vice-Chairman opened the meeting and wished Cllr Prior a speedy recovery from his recent operation.

 

1. APOLOGIES –   Apologies were received from Cllr Prior.

 

2. DECLARATIONS OF INTEREST – None.

 

3. MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING

The minutes of the Parish Council meeting held on the 29th November 2010 were approved.

 

4. SUSPENSION OF THE MEETING FOR PUBLIC QUESTION TIME

The Standing Orders were suspended so members of the public could speak to the Parish Council.  No issues were raised.

 

5.  PLANNING –

 

5.1        E/10/1578/FUL – Chapel Cottage, Ermin Street, Baydon – Demolition of existing conservatory and construction of 2 storey rear/side extension.

 

The Cllrs discussed the planning application and noted that they could only comment on the current application although they were aware that planning amendments may have been recently submitted to the planning department. Both the applicant, Mr A Howes and a neighbouring resident, Mrs N Scotchmer were given the opportunity to make comments to the Parish Council.

 

The Cllrs agreed to support the planning application subject to certain conditions i.e. the movement of the development 800mm to the South East and a non-opening obscured window to the ensuite shower-room.                                                                            Action: Clerk

 

5.2        E/10/1617/FUL -  Hazelbury Farm, Goor Lane , Baydon – Creation of access.

 

The Cllrs agreed to support the application.                                                          Action: Clerk

 

 

6. ITEMS FOR CONSIDERATION

 

There were no items for consideration.

 

7. FINANCE

 

7.1        There were no payments made between meetings.

 

7.2        Play Area Phase 3 - The Cllrs discussed funding for Phase 3 of the Play Area towards the total of £11,514 + VAT. The Clerk pointed out that the current VAT quotation was incorrect as it would now be 20% (£2,302.82) not 17.5% (£2014) as previously quoted. However, the VAT is reclaimable. 

 

The Cllrs agreed that if the Lottery Awards for All application for £10,000 was successful then the Parish Council would fund the difference from the Recreation Account up to a total of £1515 inc VAT.

 

Cllr Edmonds reported that Miracle had received an order from Aldbourne Parish Council as a direct consequence of the Baydon Play Area order.

8.  ITEMS TO NOTE:

 

8.1        Baydon 11 Footpath Diversion Order – The Clerk reported that she had received a copy of the process for review by the Secretary of State, from the Bristol Planning Inspectorate.

 

8.2        Parish Field MAB Grant –  Mr M Collis has forwarded comparative quotations for the Parish Field work from interested applicants.

 

9. ITEMS FOR THE NEXT MEETING – 17th January 2010

 

There were no new items.

 

9.1        To discuss possible Royal Wedding Celebrations in 2011 and/or the Queen’s Jubilee in 2012.

 

9.2        To agree the recipient of the Wiltshire Council, Great Green System contribution.

 

9.3        To discuss possible options for the Parish Field Mound.

 

9.4        To discuss amendments to the current allotment rules.

 

9.5        To discuss access to the allotments for manure deliveries.

 

9.6        To discuss the purchase of new external Christmas lights.
