Minutes of the Parish Council Meeting held at the BYPA Hall on

Monday 7th April 2014

PRESENT: Cllr Andrew Knowles (Chair), Cllr Kevin Howell, Cllr Alison Tomkins, Cllr Tamsin Witt, Cllr James Sheppard – Wiltshire County Council, Angelina Grieve (Clerk)

Including:  6 members of the public

1.     APOLOGIES –   Cllr Tony Prior, Cllr John Cockcroft, Heather Birch   (Allotments) and the landlord of the Red Lion Public House

3.     MINUTES OF THE PREVIOUS PARISH COUNCIL MEETINGS – The minutes of the meeting held on Monday 24th February 2014 were approved 

4.    SUSPENSION OF THE MEETING FOR PUBLIC QUESTION TIME

5.   CORRESPONDENCE – Email received by AT re: Tree removal in Red Lion Public House.

 6.    PLANNING –

 6.1 Planning Application No: 14-03404/TCA.  Three Oak trees to left of the Beer Garden in The Red Lion Pub. Landlord of Pub unable to attend this evenings meeting.  Application requests for 3 trees to be felled. It has since been revealed that the Andrew Lloyd from the pension fund owns the land and the trees and it is they, therefore, that need to make the application. It was also noted that the application was incorrect in stating the that Baydon Parish Council was supportive of the trees being removed, because Cllrs had definitely not made a decision on this application before this meeting.  It was noted by KH that the trees will be quite safe if maintained properly and there is no need, in his opinion, to fell them. Cllrs were also concerned that the removal of the trees was a one-way decision and have received objections regarding the impact on the street scene. Nos. 2 & 3 Beech Terrace would like the trees felled.  It was agreed that Cllrs would object to the application and suggest that the trees are crowned / maintained in the first instance to see if this solves the problem and then the situation could be reviewed in the future

7.       ITEMS FOR CONSIDERATION 

7.1  WCC looked at Downsmead and decided work was not necessary to repair tarmac damage.  A member of the public pointed out that Balfour Beatty didn’t tarmac the area properly to begin with and they should be held responsible for any repairs.     Action:  James Sheppard to speak to Philip Whitehead, Portfolio Holder in Highways at WCC.

7.2 SSE may remove Electrical box on t he village green unless it can be repaired.  There will be a cost of £150 if the box has to be replaced but a repair is free of charge. SSE will be visiting on 22nd April 2014

7.3 Beating the Bounds - One volunteer has offered to walk on Monday 26th May at 10 am and 1.00 pm.  A poster is to be put up to advertise this and Land Owners are to be notified.  Action:  TW/AK

7.4 No Update

7.5   Dog Fouling – It was decided that a Poster should be displayed stating a villager has been caught and will be fined.  Information to be printed in the Baydon Scene magazine asking members of the public to come forward with names and/or description of any dog owners not removing fouling. Action: TW

7.6  Grass Cutting Contract – Council are awaiting two of three contactors to come back with prices.  To be approved in within the next two weeks.

7.7  Manor Lane exit review - TW to contact Mark Stansby at Highways to ask for the information from Highways last review of this exit.  Cllr Knowles agreed to speak to the owners of the hedging on both sides to see if they are prepared to cut trim the hedge to improve visibility. Action TW & AK.

7.8  New Parish Clerk. Angelina Grieve has been appointed and is on pay scale SPC 18.  Payscale to be reviewed in three months time. The normal mileage allowance will apply.

 7.9 Allotments are being tended and viewings will be continued to make sure they are being maintained well.  There are currently no Allotment vacancies and rents are being paid.

7.10  Parish Assembly – The venue is to be in the BYPA Hall on Friday 25th April and village groups are to notified.  Action TW.  Wine to be supplied by the village shop and £100 has been allocated for the purchase of refreshments. Action AK

8.         FINANCE 

8.1 Bank Reconcilliation - Cllr Prior was not at the meeting.  Council awaiting bank statements from RBS.  To be deferred until Cllr Prior returns. Action: AP

8.2  Quarterly Budget – reports are in the pipeline. Action: Cllr Prior

8.3   Cllrs agreed to use Jane Collet as Internal Auditor as she has done this work for Baydon Parish Council previously

8.4  Financial Annual Return. The information pack has arrived and the Annual Return will need to be submitted sometime in July.  Date to be confirmed. Action: Cllr Prior

8.5   No payments needed approving.

8.6  Payments between meetings - £6.00 paid to Cllr Prior for Lever Arch Files

8.6.1   Skip Hire - £75 for Beatty Skips.  Allotment holders to be notified of skip arrival for garden waste.  Action Cllr Prior to notify allotment holders.    

9   Items to note

9.1 Colin Watson died on the 2nd April.  The Council extend they’re condolences to his family.

9.2  School & Church Fete to be held on the Saturday 14th June.

10   Items for Next Meeting.

Salt – WCC.  One ton of salt to be supplied by WCC to Baydon village.  A person to be appointed to monitor weather/drainage.  Closing date for this appointment is at the end of August 2014.

BYPA Committee is closer to getting a Youth Worker in place in order to get Baydon’s Youth Group up and running, therefore there should be an update at next meeting. 

 The meeting was closed at 8.56pm by the Chairman.

AGM to be held at 7.30 pm on 19th May 2014.
