Minutes of the Parish Council meeting held on Monday 30th March 2015 held at the BYPA Hall

PRESENT: Cllr Andrew Knowles, Chairman, Cllr John Cockcroft, Cllr Kevin Howell, Cllr Tony Prior,

 Cllr Tamsin Witt, Parish Clerk Luci Bruins, Wiltshire Cllr James Sheppard and 3 members of the public

2.DECLARATIONS OF INTEREST

Cllr Prior declared an interest in Item 7.12

 

3.MINUTES OF PREVIOUS PARISH COUNCIL MEETING

The minutes of the 23rd February 2015 meeting were approved.

 

4.SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME

The meeting was suspended to allow the members of the public to speak to the Council.  Cllr Prior asked that the time allowed for Public Question Time and responsibility of the Finance Officer be added to Standing Orders, for consideration as an Agenda item for the next meeting.  After this period the meeting was resumed.

    6. PLANNING

15/02524/FUL FROXFIELD, ALBOURNE ROAD, BAYDON

Demolition of existing conservatory, replacement with a garden room – Cllrs support

 

 

     7. ITEMS FOR CONSIDERATION

 

                7.1 Purchase of laptop and printer

Cllr Howell reported that he had purchased the laptop and printer for council use and was waiting on complete delivery of the items.  Total cost was £599.57p but Cllr Howell advised Councillors the annual software budget would still need to be added to the budget.

 

7.2 Fete – Raffle printing

Cllr Witt advised that Kate Buckingham has written requesting a donation to cover the cost of printing the raffle tickets for the School/Church Fete taking place on Saturday 13 June 2015.  Cllrs agreed to sponsor the cost up to £80.

 

7.3 Second Event Tent

Storage boxes for the Event tent – item will be brought forward.                             

 

7.4 Asbestos Fly Tipping

Cllr Prior emailed Rebecca Davies at Wiltshire Council on 24th March 2015 with photos of the builders rubbish and 10/15 black bags of rubbish in the lane to Baydon Hole farm.  No response from Rebecca Davies yet however Cllr Sheppard said he will speak to her with view to speeding the process up.

 

7.5 Traffic Calming Measures

Cllr Witt met Steve Hind in February and discussed how best to protect the school.  It was suggested that obstacles should be set up just after Ermin Close up the hill Lambourn/Newbury end and also near to the flashing school sign on the Swindon end.  Steve Hind will come up with drawings and plans.  Cllr Knowles has asked if they may be ready for the Parish Assembly.

 

7.6 Playground swings

Item will be brought forward to next meeting

               

7.7 Parish Steward Progress

                Cllr Knowles sent Rebecca Busby an email and will get an update.  Nothing to report as of yet.                                                                                   

7.8 Footpath off Manor lane – Handrail

Cllr Knowles has received two quotes, just awaiting a third.

 

7.9 Trees on the green

Cllr Witt advised that Chris Duck from Aldbourne will take out the tree, grind down and treat the roots the first full week after Easter.  Kate Buckingham will take soil samples to find the cause of what originally killed the tree.

                                                                                                                                                               

7.10 Letters to residents re: private hedges

Clerk advising no update yet. 

Cllr Prior reported that he had a meeting with Mrs James re: the Laurel Hedge in Aldbourne road and it obscuring the vision at junction at Manor Lane.  Mrs James advised she has looked into hiring a hedge cutter and is hopeful the work will be carried out shortly.  Cllr Prior advised that Mr/Mrs Buckingham have cut their hedge back so no letter would be required.                          

 

7.11 Pittams 2015 contract

Cllr Knowles reported that the meeting with Pittams did not take place but he was hoping to meeting with them on 7th April 2015.  He has asked them for one off grass cutting to be invoiced separately before putting the contract out to tender.

                                                                                                               

7.12 Allotments

Cllr Witt reported that the top end of the paddock on playground side needs weed killing and the grass cut.  Cllrs agreed it needs to be kept in good order and Cllr Knowles advised that he may ask for it to be added to the new Pittams contract when he meets with them on 7th April.  Plots 5 and 13 are currently vacant, the Baydon Allotment Association (BAA) were happy to cover these with plastic. Two tenants at the Allotments have proposed to dig over plot 5 and grow potatoes to keep them from weeds.  After a long debate it was agreed for this offer to be accepted. Tenancy agreements were due to go out in March but as of yet, this has not happened.

                                                                                                                                                                               

7.13 Youth worker update

Cllr Witt reported that the BYPA AGM went well and that a new treasurer and one new trustee had been appointed.  There is a new Youth Worker available and a questionnaire to 8 to 11 year old will be sent out to find out what they want to do.    

 

7.14 Purchase of litter pickers and additional equipment

Cllr Witt suggested that all litter pickers and equipment to be kept in one place.  Cllr Cockcroft agreed to collect and store all the equipment by the next meeting.  Cllr Knowles agreed to donate high visibility jackets and gloves in time for the next litter pick.  It was suggested that there should be signs on the main roads to advise that litter picking was taking place.  Cllr Cockcroft agreed to put a package together to discuss at the next meeting.

 

7.15 Beating of the bounds

It was agreed that Beating of the bounds will take place on Monday 4th May 2015 at 10am.  Cllr Witt will provide posters and the Clerk will write to all landowners.

 

7.16 Parish Assembly arrangements

The Parish Assembly will take place at the BYPA Hall on Friday 15th May 2015 at 7.30pm.  It was agreed a budget of £80 towards wine and soft drinks.

 

7.17 Minutes Content

Cllr Prior proposes that the Clerk retains the current style of minutes however it was all agreed that the Agendas should have more body or bullet points with each item for consideration.

 

 

      8 FINANCE

 

8.1 Clerk Payment

Cllr Prior reported Mrs A Grieve has agreed to a standing order of £25.00 per month by standing order and the first payment has been received.  It has been agreed that the money will be put into the reserve account and the main account now be moved to Barclays.

 

 

8.2 Income

Cllr Prior has written to the CEO of Barclays and has received a goodwill payment of £50.00 bringing a total of compensation/goodwill payments from banks to £210.00.

      9 ITEMS TO NOTE

 

Cllr Howell thanks all involved in the Baydon Bake off and to the BYPA Hall for the use of tents and tables.

Cllr Prior proposed buying a map of the parish with footpaths marked on it at a cost of £170.00 – item for the next agenda.

Cllr Prior will put up a notice regarding the problem of dog fouling on the cricket pitch as this is a private field.

Cllr Prior attended the MAB meeting and reported that funding has been gained for the BYPA Hall blackout blinds and Pre-school and Toddlers also gained funding for various projects.

Cllr Witt advised there will be a ‘Garden Tidy’ for the BYPA Hall taking place on Saturday 11th April at 2pm and there is also another Ladies Night taking place on Friday 24th April at The Red Lion.
