BAYDON PARISH COUNCIL

 

 

MINUTES OF MEETING HELD AT THE BYPA HALL ON

24th September 2007 (Subject to approval at the meeting on 15th October 2007)

 

 

PRESENT: Mr K Barnes (Chair), Mr D Carmichael, Mrs S Grove

Also in attendance: Cllr Susan Findlay, Mrs E Carmichael (Clerk) and 12 members of the public.

1.             APOLOGIES

2.             DECLARATIONS OF INTEREST

There were no declarations of interest in any matter on the agenda.

 

3.             MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING

The minutes of the meeting on 3rd September were agreed to be a correct record and signed at the end of the meeting.

 

4.             SUSPENSION OF THE MEETING FOR PUBLIC QUESTION TIME

The meeting was suspended to allow members of the public to speak to the Council.

 

After this period the meeting was resumed.

 

5.             ITEMS FoR CONSIDERATION

5.1         To discuss the BMX Bike Track project

Steve Webb and Kate Buckingham provided the Parish Council with an update on the progress of the BMX bike track project. The Parish Council noted that the children had been fund raising and had also secured a £5,000 WYPOFF grant. A quote of £9900 + VAT was recently obtained from the preferred supplier, which does not include the subsoil which will have to be sourced separately. As more funding is required an application for a BIFA award is being submitted. It is hoped that work will commence late 2007/early 2008. The Parish Council agreed to defer the discussion of the continued use of the Parish field for a bike track at the next meeting.

 

5.2         To discuss the provision of allotments

The Parish Council noted that due to the increased numbers of people interested in obtaining an allotment more land than originally envisaged may be required. The Allotment steering group proposed using slightly smaller plots than usual. Outstanding issues that need to be resolved are the dual usage of the Parish field with the bike track and the relocation of the millennium trees. The Parish Council agreed to defer the decision of whether or not land on the Parish Field should be used for allotments until the October meeting.  

 

5.3         To discuss jobs to be undertaken by the Parish Steward on his next visit on 4th October

Weeds along Ermin Close, Manor Lane and Downsmead need removing. Land between Beech Terrace and the parking area needs some attention and the owner needs to be determined. It was noted that it may be public amenity land.

6.3         Kennet District Council, notice of Regulatory Committee meeting to consider application for alterations to wall & gateway, and diversion of bridleway 11 at Baydon House – Put notice on Parish Council notice board

 

7.             FINANCE

7.1         The Parish Council approved payment of the following:

Baydon St Nicholas Primary School invoice 03/07 for £48

Smiths of Derby, invoice 23686 for £192.70

Don Carmichael £48, reimbursement of Baydon St Nicholas Primary School invoice 02/07

Elizabeth Carmichael £804.88, reimbursement of Timbercraft Carpentry Ltd invoice 0168

 

8.             ITEMS TO NOTE / ITEMS FOR NEXT MEETING

Mr Carmichael advised the meeting that Debbie at Baydon PO & Stores has agreed to provide the Christmas tree for the village green. A vote of thanks goes to Debbie for this generous offer. It was noted that assistance will be need to erect the tree at the start of December.

 

Mr Barnes advised the meeting that the new owner of Baydon House had arrived in the UK last weekend and that he would speak to them about concerns that the tree on the embankment opposite 6 Manor Lane will fall down causing damage to property.

 

It was noted that dog fouling is continuing to be an issue and the street light (near Baydon House) that is on 24 hours a day has still not been fixed.

 

Mr Carmichael provided an update on the Parish Plan project. The steering committee held a meeting with Community First last week.  The representative from Community First had advised the committee that it needed to be more representative of the community. Another meeting is scheduled for Wednesday of the current week.

 

It was noted that Kennet District Council is using some of its reserves to provide grants for community and safety projects. Application forms can be obtained from Frank Marshall. (Frank.Marshall@kennet.gov.uk)
