MINUTES OF MEETING HELD AT THE BYPA HALL ON

23rd July 2007 (Subject to approval at the meeting on 8th August 2007)

 

 

PRESENT: Mr K Barnes (Chair), Mr D Carmichael, Mrs S Grove, Mr Haythornthwaite

Also in attendance: Mrs E Carmichael (Clerk) and 5 members of the public.

2.             DECLARATIONS OF INTEREST

Mrs Grove declared an interest in agenda item 5.2.

 

3.             MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING

The minutes of the meeting on 14th May were agreed to be a correct record.

 

4.             CLERK’S REPORT

The Clerk advised the meeting that a letter of objection to the proposal for a unitary council for Wiltshire had been sent. It was based on the template on the KDC website. The CPRE had been contacted for advice on how to respond to the planning application for a wind turbine at Baydon Meadow. A letter of objection, using information supplied by CPRE, was sent to West Berkshire. A letter has been sent to Mr & Mrs Crown regarding the trees on Manor Lane. Mr Grove had advised the Clerk that a tree surgeon had made a site visit. The outcome of his rep-ort is not known.

 

5.             ITEMS FoR CONSIDERATION

5.1         To review the Risk Assessment

The Clerk presented the draft Risk Assessment to the council. It was agreed that a working party be setup to review the document with the aim of approving it at the next meeting. 

5.2         To discuss the footpath in front of Baydon House

The Clerk advised the meeting that a planning application to divert the path in front of Baydon House had been submitted to Kennet District Council. As the Parish Council’s copy of the application was overdue she had contacted KDC to request that a duplicate copy be sent out. It was agreed that an extraordinary meeting should be held to consider the application.

 

6.              CORRESPONDENCE

6.1         Letter from Wiltshire Police regarding the new Police records management system - Noted

6.2         West Berkshire Freight Route Network Consultation – to be circulated and discussed at extraordinary meeting

6.3         Wiltshire Association of Local Councils, Executive Committee Election 2007 – None wished to join the Executive Committee

6.4         Invitation to the launch of Devizes Mobile Library – None wished to accept the invitation

6.5         Letter from Portman Building Society –Due to the merger only 3 signatories are allowed on the account. Mr Haythornthwaite and Mrs Grove to be added as signatories. It was noted that the old signatories needed to be removed from the account.

6.6         Letter from local resident – The letter regarding issues with children playing in Fiveways not showing consideration for other people’s property was read to the meeting. Mr Haythornthwaite advised the meeting that the children had rung his door bell and asked if they could get their ball. However, when it started to happen frequently, he had given them permission to enter his garden at anytime to retrieve the lost ball. The Parish Council agreed that this was something that needed to be resolved between the children and the residents of Fiveways. It was not a matter in which the Parish Council had any power to act. However, the Parish Council appreciate the concerns raised and does not support anyone showing inconsideration to others or causing damage to property.

 

7.             PLanning

7.1         K/56963/F - Land adjoining Russley Road, Erection of single storey stable block and use of land for equestrian purposes. The Parish Council has no objections to the application.

 

7.2         The following planning decisions were noted :

15 Fiveways Close (K/56420/F) – Permission granted for conservatory to the rear of the property

Starvon Manor, Manor Lane (K/56504/F) – Permission granted for extension to existing conservatory.

High Farm House, Finches Lane (K/56465/F) – Refusal of planning permission for dormer windows.

Baydon Cottage, Ermin Street (K/56496/F) – Full permission granted for a single storey attached extension.

15 Downsmead (K/56563/F) – Full permission granted for a Victorian style conservatory.

Bailey Hill Reservoir (K/56437/F) – Full permission granted for a new service reservoir, pumping station building and access.

The Beeches, Aldbourne Road (K/54386/F) – Full planning permission granted for a roof extension and utilisation of roof space as living accommodation.

Dacre, Manor Lane (K/56453/F) – Full planning permission granted for change of use from agricultural to residential hard surfacing and erection of garage extension. The following key conditions were noted : i) No development can commence until the landscaping has been approved  ii) No fences, walls or other means of enclosure, or children’s play equipment or sheds, greenhouses, garages, stables, kennels, or other ancillary domestic outbuildings can be erected anywhere within the site granted change of use without planning permission. iii) the development is to be used solely for the purposes incidental to the enjoyment of the dwelling house as such and for no other purpose

  

8.             SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME

The meeting was suspended to allow members of the public to speak to the Council.

 

After this period the meeting was resumed.

 

9.             FINANCE

9.1         To consider renewing membership of CPRE

The Parish Council agreed to renew its membership of CPRE at a cost of £27.

10.         VILLAGE MATTERS

10.1     To note the results of the Best Kept Village Competition

The Clerk advised the meeting that last year Baydon was 6th in the medium village category and this year it had moved up one place to 5th position. The total marks awarded to Baydon had increased from 42 to 62. The Clerk read out the judges comments. It was agreed that the results be published in Scene in Baydon.

 

10.2     To receive an update on the Village Plan

Mr Carmichael advised the Council that the public meeting had been well attended and the proposal to produce a village plan had been very well received. A number of people had put their names forward to join the committee and other people with specific skills or specific areas of interest had also volunteered to help. The next step is for the committee to meet socially so that everyone can get to know one another. It was noted that costs incurred so far amount to £48 for hire of the school hall.

 

11.         ITEMS TO NOTE / ITEMS FOR NEXT MEETING

It was noted that Sodexho may be cutting the Village Green monthly rather than fortnightly.

 

Mr Barnes volunteered to put together a report of suggested flood management measures to help minimise the impact on the community. The report to be approved at a future meeting before submission to the relevant authorities for action.

 

It was noted that until the change of signatories on the current account takes effect, the Clerk is paying the Parish Council’s bills from her personal bank account.

 

The drains on Aldbourne road need flushing and the pot holes need attention.   

 

It was noted that the best time to have another litter pick would be after Highways have cut the grass verges.

 

The hedges on the corner of Manor Lane need to be cut back.

 

Mr Haythornthwaite thanked everyone who had contacted him to check he was ok after his car accident.

 

A member of the public advised the Council that the ‘Welcome to Wiltshire’ signs were missing.

 

A member of the public has asked why Downsmead, which has a lot of grass, was excluded from the grass cutting contract. It was noted that the Parish Council should review of the areas covered under the contract at the next meeting.   

 

It was noted that permission has been granted for the development of the land at Aldbourne road although no correspondence on the matter has yet been received by the Parish Council. The Council were advised by a member of the public that no details of the S106 or low street lighting appeared in the conditions.
